I do not know from which area your are referring to. However generally speaking TN,KEL,AP,KRN will be dry in Feb [most of the years]and one can hopefully declare Feb as dry month. Even if you notice the NORMAL rain it will be few mm and that is why when there is incessant rain in Feb (some times)the departure from Normal will be more than 100%. This is mere statistical interpretation. But if the anomaly in the prevailing wind pattern is Meteorologically accounted, possibly that may give unusual rain for the month Feb. I do agree that it is Government's duty and responsibility to safeguard its citizen from the fury of bad weather. Of course Mankind till to day not triumphed the nature. That does not mean that people should die. At least Early Warning must be attempted.
