Pacific
Ocean is the largest ocean in the world. It covers nearly 28% of global surface
and of course larger than the land area of the globe. It stretches between Southern ocean in the
Deep South, to Asia, Australia and to major portions of western hemisphere. The
Sun shine over the Pacific and the clockwise (anticlockwise) sea gyrations in
Northern (Southern) hemisphere Pacific have an impact over global weather. The
western Pacific exhibits monsoonal winds and becomes the major cause for
rainfall In Asia. Similarly the heating
of western Pacific influences the weather pattern in India. The sea surface temperature anomaly and station
level pressure anomaly in the region between 5o N to 5o S
and 150o W to 120o W and more precisely between 160o
E to 150o W have a dramatic impact on Summer Monsoon Rainfall in
India. This tele connection was first
discovered by Sir Albert Walker.
Relatively strong intense heating in the far eastern portions of above
mentioned region in Pacific Ocean during this April 2012 may play a dramatic
role in Indian Summer Monsoon Rainfall [ISMR]. The delay in developing “Heat
Low” in Thar Desert region and far west desert / continental area may be
attributed to this effect. Hence monitoring of SOI and SST (NINO) anomaly in the
above mentioned region will help in prediction of ISMR.

Traditional Heat Low
India, looking like an inverted triangle, is standing in the gate way for Indian Ocean (monsoon) winds. The max temp generated by GFS model indicates that eastern side of western ghat is warmer. The intense land heating is just picked up in Indian landmass along with Bay just north of 13-14 Deg N latitude. As the Sun advances further to North more heating will take place and traditional heat low in NW parts of India will form.
Pluvial lakes formed in Thar desert during last three years SWM rain. This lakes prevented heating in the NW. It may be considered as one of the reasons for the delay of formation or presence of traditional HEAT LOW in the NW.

Official Monsoon forecast disappoints: The IMD plays safe, hedges its bet!
The long waited official forecast of the Indian Meteorological Department (IMD) was finally announced last Thursday evening. The country is set to receive normal South West Monsoon rains in 2012, for a third year in a row. “It is a normal forecast,” said Mr Vilasrao Deshmukh, Union Minister for Science and Technology.A forecast of normal rainfall at 99% of LPA should be reassuring news for India where the monsoon is the lifeline of a farm-dependent economy. But as they say “The devil is in the details”. So what’s the fine print? These read as follows:(a) Southwest monsoon seasonal rainfall for the country as a whole is most likely to be Normal (96-104%) of Long Period Average (LPA)) with the probability of 47%. Quantitatively, monsoon season rainfall is likely to be 99% of the LPA with a model error of ± 5%. The LPA of the season rainfall over the country as a whole for the period 1951-2000 is 89 cm.(b) The probability (24%) of season rainfall to be below normal (90-96% of LPA) is also higher than its climatological value.(c) However, the probability of season rainfall to be deficient (below 90% of LPA) or excess (above 110% of LPA) is relatively low (less than 10%).rainfall to be deficient (below 90% of LPA) or excess (above 110% of LPA) is relatively low (less than 10%).The IMD’s forecast of a “Normal Monsoon” lacks a high confidence level as they preferred to actually hedge their bets. As the Business Standard noted - reading between the lines, two facts emerge: one that the probability of “normal” rains at 47 % is lower than around 51%, issued last year, and two, the likelihood of “below normal rains” at 24% is higher than that of 20% during 2011.

Northwest India witnessed overnight rainfall at a few places over Punjab, Haryana, Delhi, east Rajasthan and west Uttar Pradesh on Wednesday.
Combined with the outlook for another weather-making western disturbance, this rules out any immediate scope of extreme heating to begin in the region.
‘SEASONAL LOW’
This would also delay the formation of the ‘seasonal heat low.’ This formation is responsible for pulling in the monsoon current from the southwest.
Latest global forecast indicates that ‘sustained and purposeful’ heating would begin by only the second week of May.
This is based on the assumption that the frequency of contra-indicative western disturbances would wind down by that time.
But models suggest that the mercury may not peak to a level where it could trigger dreaded heat waves in any part of the country.
Searing heat waves are a usual occurrence in northwest India as well as central and east-central India during this time of the year.
Extreme heating of this kind is what helps put the right temperature/pressure gradient into place relative to the ocean. The monsoon rides this gradient from the southwest.

"Bay of Bengal" low pressure parameter is no longer a worrying factor. Normally, the Bay hosts a pre-Monsoon low anytime after 15th. April. Like I mentioned in the previous MW, in 2010 we had a cyclone in the Bay by the third week, and in 2009 a cyclone crossed the Bay on 12th April.
We have had a B-1 now !
As on today, this region still maintains a good prospect to the formation of another quick low. The winds indicate a weak low trying to establish itself.
Also +ve sign of a quick formation is that the SST is conducive. Map shows around 31c near the Andaman Islands. Ideal temperature for quick low formation.
A pulse from the far east is possible in the next 15 days.

This coming week, we see some "activity" in the Southern regions. A low, B-1, has formed in the SW Bay on Saturday, though weak at 1004 mb. It is expected to move W/NW, and cross South/Central T.N. coast at 1002 mb near Pondicherry, at around 11N. B-1 should cross by Tuesday, though being the first low of the season, its behavoiur needs monitoring. B-1 should then merge in the trough running N/S from Bihar to S.Tamil Nadu.
Rains, goood amounts, are expected this week especially along the T.N. coast till Wednesday.

Diminishing natural resources
- Petroleum reserve has been depleted day by day in an alarming rate. Government must act swiftly to distribute petrol and diesel in RATION. Every vehicle is entitled to have their legitimate right for the access of petrol / diesel products through ration shops or designated petroleum bunk / outlets.
- Petroleum / Diesel products should be restricted of all private / public / government vehicle. Two wheelers may be entitled for 12 litres per month; four wheelers may be entitled for 40 litres per month(including Government Vehicle).
- The excess usage should have to be borne in competitive rates of the petroleum products by the individual/ owner or whoever they may be.
- There should be entry restrictions for private vehicle including two wheeler in main through fares / arterial roads during the peak hour and appropriate entry tax need to be collected using appropriate toll gates.Encouraging MRTS/ and other mass rapid transports (buses/EMU) in second tier / third tier cities and big villages.
- 18-20 % of daily commuter traffic in metropolitan cities can be curbed if e-governance or vantage location offices where every government/ private employee can work comfortably sitting in front of a terminal located close to his residential locality.

Japanese researchers have maintained below-normal monsoon outlook for India in the latest forecasts.
They are forecasting a dismal July for most parts of the country, following a June which could be good in parts only.
Northern and eastern parts of north-west India and parts of east-central India might get to see normal rains during June.
DRY IN WEST
But the rain is likely to fail the west coast up to Gujarat, scientists at the Regional Institute for Global Change (RIGC) in Tokyo said.
Jammu and Kashmir, north Rajasthan, Punjab, Haryana and Uttar Pradesh are among the regions likely to benefit from June rains.
East Madhya Pradesh, Chhattisgarh and coastal Orissa and adjoining coastal north Andhra, too, are projected to be gainers.
The crucial July month could likely prove a disaster, if the RIGC model is to be believed.
What could mess up the monsoon this year is the feared negative Indian Ocean Dipole (IOD) event in which the east of the ocean warms up anomalously.
NEGATIVE IOD
And the RIGC has retained the warning for ‘a weak negative IOD to evolve in early summer and peak towards the autumn.'
The monsoon is said to prosper when the reverse happens – warmth shifting to the west, as it happened on a trot on three years from 2006.
In other analysis, the RIGC said that the tropical Pacific condition has returned to a ‘neutral' state, ending a prolonged La Nina event.
This is what drove the successful monsoon years of 2010 and 2011 after a disastrous El Nino event in year 2009.
The neutral state will continue at least until the end of this year, the RIGC said. It has also forecast a colder winter for the US and Eurasia this year.
FRESH WESTERLY
Meanwhile, the India Meteorological Department (IMD) has joined the outlook for a fresh western disturbance over north-west India by Friday.
The system will affect the western Himalayan region from Thursday onwards and adjoining plains from Friday, the IMD said.
According to global forecasts, the system will run with a bearing that weighs in anomalously to the south.
It is expected to hit southwest Rajasthan, adjoining Gujarat (including Mumbai) and west Madhya Pradesh to bring in some wet weather.

July rains could fail India, says Japanese model
In our archive, Normal Monsoon Forecast: Indian Ocean Dipole (IOD), we predicted July the month of extreme uncertainty for the monsoon because of a negative IOD. More so as it is the month that accounts for nearly 33% of the SW Monsoon. Our model assumed a weak IOD maybe upto 4% deficiency for July.
But the Regional Institute for Global Change (RIGC) in Tokyo forecast now say that things could go much worse - almost total failure of the monsoon during July. If so, this is really bad news as next year we can expect another lean monsoon due to the weak El Niño event expected.
Rule on monsoon forecasts to be eased
This is proving embarrassing. There actually exists a law prohibiting private agencies from forecasting the monsoon. This means that people like Rajesh Kapadia and me are law breakers as we published our monsoon forecasts! But there is good news. A change in a decade-old rule will allow private organizations in the country— and not just the India Meteorological Department (IMD)— to issue monsoon forecasts. Phew!
